Directs the Department of Children and Family Services to include in its annual legislative budget request up to $180,000 per fiscal year for the remainder of Angela Sozzani's life to replenish her special needs trust for placement costs and medical care not covered by Medicaid.

Requires the initial 2012-2013 appropriation to include all funds expended from the trust since its inception for placement costs and medical care not funded by Medicaid.

Permits the Department of Children and Family Services to request amounts exceeding the $180,000 limit in the event of extraordinary circumstances.

Prohibits any payment of attorneys' fees, lobbying fees, costs, or other similar expenses relating to the claim.

Compensates Angela Sozzani, who suffered severe brain damage from a near-drowning incident on April 17, 2002, while in foster care licensed by the department, based on negligence claims against the Department of Children and Family Services and related agencies.
