• Creates comprehensive definitions and procedures for handling "convention support orders" under the Convention on the International Recovery of Child Support and Other Forms of Family Maintenance, allowing direct requests and central authority involvement.

• Modifies alimony law to restrict awards that leave the payor with significantly less net income than the recipient unless exceptional circumstances are documented; clarifies durational and permanent alimony standards and requires specific findings for awards.

• Takes effect 90 days after Congress amends federal law to allow the 2008 UIFSA version or after Florida obtains a federal waiver from Title IV-D state plan requirements.
