• Deletes requirement that the Florida Clerks of Court Operations Corporation estimate the fourth quarter's number of service units to be performed by each clerk.

• Eliminates the adjustment mechanism that decreased fourth-quarter releases when clerks performed fewer service units than estimated in the first three quarters.

• Removes provisions that reduced the following fiscal year's first-quarter release based on fourth-quarter underperformance.
