Creates "Prison Reform and Recidivism Reduction Act" (also called "Don't Come Back Act") establishing an alternative adjudication program for adult nonviolent felony offenders who have not plea bargained and have never used this program before.

Phase 1 requires completion of high school coursework with diploma rigor and a basic training course covering behavioral self-discipline, faith, personal hygiene, and life skills in a dedicated school facility.

Phase 2 provides advanced job skills training in specialized disciplines including technical training, medical/health care, aircraft/yacht construction, railroading, and agriculture, resulting in job skill certification.

Phase 3 requires offenders to earn money through work to pay restitution to victims for monetary losses only, manage accounts and taxes, and secure employment placement before release.

Upon completion of all three phases, offender is released with adjudication withheld; automatic removal from program occurs if offender commits any offense during participation.
