Exempts women from ultrasound viewing requirement if they present evidence of being victims of rape, incest, domestic violence, human trafficking, or having a serious medical condition requiring immediate abortion.

Changes abortion clinic screening rules to require ultrasound evaluation for all patients regardless of trimester, and requires clinic compliance with informed consent requirements.

Establishes failure to comply with these requirements as grounds for disciplinary action against healthcare providers; effective July 1, 2011.
