Creates the Florida Assisted Living Quality Improvement Initiative Pilot Project within the Agency for Health Care Administration to identify best practices for assisted living facility care and reduce need for institutional care.

Allows licensed assisted living facilities to voluntarily enroll in pilot projects at each agency area office, with enrollment beginning January 1 of each year and facilities able to withdraw at any time.

Establishes quality improvement teams consisting of a quality improvement specialist, licensed registered nurse, licensed dietician, and staff development representative to conduct annual assessments, monitor compliance, and issue certifications to facilities meeting standards.

Reports and documents generated by quality improvement teams cannot be used in tort actions against facility licenseholders and are exempt from discovery.

Pilot project expires July 1, 2016, unless reenacted by the Legislature, with the agency required to submit annual reports to the Governor and Legislature by July 1 of each year measuring success through best practices implementation, staff development, and reductions in institutional care referrals.
