Establishes comprehensive standards of practice for pain-management clinics including patient evaluations, treatment plans, informed consent, periodic physician reviews (not exceeding 3 months), and mandatory drug testing of patients before and during controlled substance therapy.

Requires designated physicians at pain-management clinics to be registered with the Department of Health and responsible for clinic compliance; clinics must pay $1,500 inspection fee and $145 registration fee.

Mandates unannounced annual inspections of clinics by the Department of Health to verify compliance with standards; clinics have 30 days to correct deficiencies after notice unless they pose immediate danger to public.

Specifies clinic facility requirements including public signage, 24-hour facsimile capability, private examination rooms, emergency lighting, infection control measures, health and safety protocols, quality assurance programs, and at least one employee certified in basic life support during patient-care hours.

Requires quarterly reporting to the Board of Medicine on number of patients seen, patients discharged for drug abuse or diversion, and out-of-state patient domiciles; applies standards to both allopathic physicians (Chapter 458) and osteopathic physicians (Chapter 459).
