Department of Education must create a stand-alone model policy to protect students from bullying and harassment, including pre-K through 12 curriculum and staff training materials.

Model policy must address investigation and resolution of bullying or harassment occurring off school grounds using nonschool technology if it creates a safety risk between students at school.

Model policy must include parent and staff awareness instruction, prominent display of Internet safety posters and reporting information at schools and on district websites, and procedures for immediate parent notification of consequences and available counseling resources.

Each public K-12 educational institution must designate a school employee to serve as a counselor for any student suffering from bullying or harassment.

Department of Education must approve, produce, and provide training materials for designated school employee counselors to all public K-12 schools at no cost.
