Renames the "Florida Service-Disabled Veteran Business Enterprise Opportunity Act" to expand eligibility to include wartime veterans who served honorably in combat zones, in addition to service-disabled veterans

Allows state agencies to award contracts to certified veteran-owned businesses when bids are equal in price, quality, and service, with preference to the business with the smallest net worth if multiple veteran-owned enterprises bid

Requires certification applications to include documentation of wartime service from the U.S. Department of Veterans Affairs or Department of Defense for all owners and operators

Maintains existing requirements that certified businesses be independently owned and operated, employ 200 or fewer permanent full-time employees, have net worth of $5 million or less, and be at least 51 percent owned and controlled by qualifying veterans

Takes effect July 1, 2011
