Removes references to "onsite administrative assessments" and replaces them with "resident-focused assessments" conducted by local ombudsman councils of nursing homes, assisted living facilities, and adult family-care homes.

Eliminates the requirement for onsite administrative assessments in complaint procedures under section 400.0071 and removes conditions that previously governed those assessments.

Adds duties for local ombudsman councils to ensure residents have regular access to the ombudsman through visitations and timely responses to complaints, and to provide technical support for developing resident and family councils.

Repeals section 400.0089 regarding data reports on complaints and conditions in long-term care facilities.

Removes the State Long-Term Care Ombudsman Council's evaluation role in the Gold Seal Program for nursing facilities and simplifies Gold Seal Program criteria by eliminating the requirement to show outstanding complaint records with the ombudsman council.
