Allows code violation notices to be sent by certified mail to a property owner's address on file with the local government or to a corporation's registered agent, removing the requirement for first-class mail backup notification.

Authorizes code enforcement officers to immediately issue citations for violations of an itinerant or transient nature without providing a correction period, in addition to existing exceptions for repeat violations and serious threats to public health/safety.

Enables municipalities to foreclose on abatement assessment liens through suit in chancery, with foreclosure permitted one year after the lien is recorded or upon conclusion of any challenge proceedings, whichever is later.

Allows municipalities to assign abatement assessment liens to private parties for consideration, provided the lien has been recorded in the county's official records.

Effective July 1, 2011.
