Proposes a new Section 28 in Article I of the Florida Constitution to prohibit expenditure of public funds for any abortion or health-benefits coverage that includes abortion coverage.

Creates exceptions to the public funding prohibition for: expenditures required by federal law, cases where pregnancy endangers a woman's life as certified by a physician, and pregnancies resulting from rape or incest.

Prohibits interpretation of the Florida Constitution to grant broader abortion rights than those contained in the U.S. Constitution.

Overrules prior court decisions that interpreted Article I, Section 23 (right to privacy) as providing broader abortion protections than the U.S. Constitution.

Requires submission of the proposed amendment to Florida voters for approval at the next general election or an earlier special election authorized by law.
