Creates the Expedited Partner Therapy Pilot Project in Duval and Gadsden Counties to address high rates of sexually transmitted infections, particularly chlamydia and gonorrhea.

Exempts providers in pilot counties from specified Florida Statutes (ss. 384.27 and 465.023(1)(h)) and administrative code rules to allow physicians to provide single-dose medication to infected patients for their partners to use.

Requires the Department of Health to provide training to physicians on Centers for Disease Control and Prevention guidelines and adapt patient education materials based on Texas's expedited partner therapy program.

Funds the pilot project at $70,000 annually using existing revenues, with funds designated for medications, educational materials, and program evaluation to reach approximately 4,000 persons and their partners.

Takes effect July 1, 2011.
