Establishes the Agency for Enterprise Business Services within the Department of Financial Services as a separate budget entity headed by the Governor and Cabinet acting as the Financial Management Information Board, with an executive director appointed by the Governor.

Creates the Enterprise Financial Business Services Council as an advisory body to support the agency, and requires development of an annual Enterprise Financial Business Strategic Plan describing financial services to be provided by the Florida Financial Management Information System.

Renames the Florida Accounting Information Resource Subsystem to the Financial Management Subsystem and adds the Revenue and Tax Collection, Processing, and Distribution Subsystem as a new component owned by the Department of Revenue.

Requires the Auditor General to annually submit to the Legislature by July 15 a list of school districts that have failed to comply with financial transparency requirements identified in audits.

Amends transparency requirements to include public schools rather than just school districts, requires certified public accountants to report local government compliance with the Transparency Florida Act, and extends public data retention to 10 years.
