Redefines "domestic violence" to include cyberstalking, burglary, criminal mischief, trespass, harassment, obscene telephone calls, and injury to pets; removes stalking and aggravated stalking from the definition of "violence" for repeat violence protective orders.

Creates a new cause of action for injunctions for protection against stalking or cyberstalking, allowing any victim or person with reasonable cause to believe they face imminent danger to file in circuit court without requiring attorney representation.

Establishes a $75 filing fee for repeat violence injunction petitions (waived for sexual violence and dating violence) with courts authorized to order respondents to reimburse victims; no fee for stalking/cyberstalking injunctions.

Creates the Stalking and Cyberstalking Injunction Statewide Verification System within the Department of Law Enforcement to electronically transmit injunction information between criminal justice agencies statewide within 24 hours of issuance or service.

Establishes criminal penalties for willfully violating stalking/cyberstalking injunctions as first-degree misdemeanors and allows victims to recover economic damages including attorney's fees for enforcement violations.
