Requests Congress enact an Oil Spill Unemployment Assistance Program to provide income assistance to individuals unemployed due to oil spills of national significance who do not qualify for other unemployment compensation.

Addresses the April 20, 2010 Deepwater Horizon explosion that spilled hundreds of millions of gallons of oil into the Gulf of Mexico and affected Gulf state coastlines, particularly impacting Florida's fishing and tourism industries.

Identifies that self-employed workers and independent contractors who lost jobs due to the oil spill do not qualify for traditional unemployment compensation benefits.

Specifies that costs of the assistance program shall be borne by responsible parties under the Oil Pollution Act rather than by federal or state governments.

Directs copies of the memorial be sent to the President, Senate President, House Speaker, and all members of the Florida congressional delegation.
