CS/CS/HB 1231 - Telecommunications Regulatory Reform Act

• Removes price regulation for basic and nonbasic telecommunications services, exempting them from Public Service Commission (PSC) jurisdiction.

• Exempts broadband, VoIP, wireless telecommunications, and intrastate interexchange services from PSC regulation.

• Eliminates numerous regulatory statutes related to rate regulation, tariff requirements, and service territory controls while maintaining PSC authority over interconnection and resale arrangements under federal law.

• Requires local exchange telecommunications companies to provide unbundled network access and interconnection services per federal law (47 U.S.C. §§ 251-252).

• Establishes Department of Management Services role in promoting sustainable broadband adoption and requires PSC to reduce regulatory assessment fees proportionally to decreased regulatory responsibilities.
