Creates the Jack Nicklaus Golf Trail of Florida under the Division of Recreation and Parks, requiring at least one public golf facility in each of Florida's five park regions, with a specific facility at Jonathan Dickinson State Park in Martin County.

Mandates each facility include an 18-hole golf course designed by Jack Nicklaus, practice area, clubhouse with food service, parking, and maintenance building, designed and built in an environmentally sensitive manner and open to the general public.

Requires the division to contract with a qualified golf course development company through competitive solicitation, with the company demonstrating 20+ years of experience, ability to generate sufficient revenues, and proof of Jack Nicklaus's agreement to participate in design and construction.

Authorizes the Division of Bond Finance to issue revenue bonds to finance the design, construction, and development of the golf facilities, with repayment exclusively from revenues generated by facility operations.

Preempts all local county, municipal, and political subdivision regulations regarding the golf facilities and establishes that the department shall provide an efficient regulatory process free from unnecessarily burdensome requirements; also authorizes alcoholic beverage licenses for the facilities.
