• Changes judicial waiver decision timeline from 48 hours to 3 business days, with chief judge involvement if deadline is missed; adds right to appeal if waiver is denied.

• Expands factors courts must consider in maturity hearings to include whether minor's abortion decision resulted from undue influence; excludes financial considerations from "best interest" standard.

• Requires court orders to contain written factual findings and legal conclusions regarding minor's maturity; adds requirement for Supreme Court reports to include reasons for each waiver granted.
