Amends the Florida Career Offender Registration Act to include "severe domestic violence offenders" as a category of career offender requiring registration with the Department of Law Enforcement.

Defines "severe domestic violence offender" as a person convicted of domestic violence under s. 741.28 where the offense is classified as a felony of the second degree or higher.

Severe domestic violence offenders released on or after July 1, 2002, must register within 2 working days of establishing residence or being released from custody, providing personal information, photographs, and fingerprints to law enforcement.

Requires registered offenders to renew driver's licenses or identification cards within 2 working days and report any address changes; failure to comply is a felony of the third degree.

Authorizes community and public notification of the presence of severe domestic violence offenders and permits lifetime registration unless the conviction is pardoned or set aside after 20 years without further arrests; effective October 1, 2011.
