Creates the "Auditory-Oral Education Act" and establishes auditory-oral education programs as a public school choice option for parents under s. 1002.20.

Allows parents of deaf or hard of hearing children with implants or assistive hearing devices to enroll them in accredited auditory-oral schools or schools with supervisors and majority faculty certified as Listening and Spoken Language Specialists by AG Bell Academy.

Permits eligible children to continue in auditory-oral programs until the end of the school year in which they turn 7 years old or after grade 2, whichever comes first, with service levels determined by individual educational plan or individualized family support plan teams.

Adds Listening and Spoken Language specialists and appropriate acoustical environments to specialized instructional services available to children with disabilities and includes these services in the definition of "special education services."

Requires the Department of Education to review and revise descriptions of services and supports in the matrix used for exceptional student education funding before the 2011-2012 school year.
