Amends Florida law to allow joint resolutions proposing constitutional amendments to include a ballot summary or multiple alternate ballot summaries (listed in order of preference) describing the chief purpose in clear and unambiguous language.

Permits joint resolutions to specify whether the ballot displays either a ballot summary or the full text of the proposed amendment or revision.

Requires the full text of an amendment to appear on the ballot if all ballot summaries are found defective by the court, unless the Secretary of State certifies that the full text is incompatible with voting systems and no accommodation can enable disabled voters to participate.

Authorizes the Attorney General to prepare a revised ballot summary within 10 days if all summaries are deficient, with the court retaining jurisdiction to hear challenges to any revised summary filed within 10 days.

Establishes a 30-day deadline for filing legal challenges to ballot language beginning from when the joint resolution is filed with the Secretary of State, requires all grounds for challenges to be asserted within that period, and mandates courts accord priority to such cases.

Applies retroactively to joint resolutions adopted during the 2011 regular legislative session.
