Amends s. 288.9602, F.S. to revise legislative findings emphasizing the importance of economic activities in counties and municipalities throughout the state.

Clarifies that purposes of the Florida Development Finance Corporation Act may be accomplished through legislation implementing constitutional provisions allowing local governments to issue revenue bonds for capital projects and authorizing new investment means for public trust funds.

Creates s. 366.94, F.S. to authorize nonutility producers of renewable energy to sell electricity directly to retail consumers.

Requires the Public Service Commission to adopt rules establishing interconnection and metering requirements, rate-setting mechanisms ensuring no utility ratepayer subsidies, and notification requirements for renewable energy facilities.

Requires the Public Service Commission to submit reports to the Legislature beginning January 1, 2012, and at least every 6 months thereafter addressing impacts on the electric grid and utility ratepayers.
