Amends section 212.055, Florida Statutes to authorize local governments to use a portion of local government infrastructure surtax proceeds for energy efficiency improvement loans, grants, and rebates to residential property owners, subject to voter approval by referendum.

Provides preference for assistance to low-income elders, Florida veterans of the Armed Forces, and disabled adults making energy efficiency improvements.

Defines "energy efficiency improvement" to include air sealing, insulation, HVAC systems, solar panels, window replacement, EV charging equipment, efficient lighting, and other measures that reduce energy consumption.

Requires a local government ordinance authorizing the energy efficiency program use of surtax proceeds to be approved by referendum before implementation.

Takes effect July 1, 2011.
