Establishes the State Employee Bonus Initiative, an online program administered by the Legislative Budget Commission at www.myfloridabonus.gov for state employees to submit cost-reduction suggestions.

Awards participating employees 1.5 percent of estimated budget reductions if their suggestion is adopted and results in actual savings of at least $50,000.

Awards under $1 million are paid immediately upon Legislative Budget Commission certification; awards exceeding $1 million require legislative approval.

Protects employees from harassment, termination, or adverse employment action for submitting suggestions, except when the suggestion results in elimination of the employee's own position.

Requires the Legislative Budget Commission to create and distribute annually bilingual posters (English and Spanish) to all state agencies explaining the program by December 31.
