Authorizes the Division of Alcoholic Beverages and Tobacco to issue temporary permits to nonprofit civic organizations to sell alcoholic beverages for on-premises consumption at outdoor events in downtown Mount Dora's public rights-of-way.

Permits are limited to 15 per calendar year per organization, with each permit valid for up to 3 days, and require a valid street-closure permit from the City of Mount Dora.

Defines downtown Mount Dora as the area bounded by 9th Avenue (North), Orange Street (East), Helen Street extending to Lake Dora (West), and Liberty Avenue (South).

These temporary permits are in addition to the three temporary permits per year already authorized under Florida Statutes section 561.422 for nonprofit civic organizations.

Requires the Division of Alcoholic Beverages and Tobacco to adopt administrative rules by October 1, 2011, including permitting procedures and application forms.
