Creates a pilot project allowing Nassau County Board of County Commissioners to designate targeted job creation zones in areas within 2 miles of Interstate Highway System or Strategic Intermodal System roadways along county or state roads.

Designates targeted job creation zones as transportation concurrency exception areas and allows the county to adopt alternative transportation strategies and land use recommendations in consultation with the Department of Transportation.

Authorizes Nassau County to designate specific target industries, create public-private partnerships for industry development, and implement the zones through comprehensive plan amendments and land development regulations.

Requires plan amendments for the pilot project to follow the alternative state review process under section 163.32465, Florida Statutes, with the same ineligibility restrictions.

Repeals the pilot project on July 1, 2017, unless the Legislature reenacts it; effective July 1, 2011.
