Proposes a constitutional amendment to Section 6 of Article VIII to authorize amendments to the Miami-Dade County Home Rule Charter through special laws approved by voter referendum

Allows the Miami-Dade County Home Rule Charter to be amended or revised by special law when approved by electors of Miami-Dade County, notwithstanding existing constitutional limitations

Requires that any bill proposing such a special law must be approved at a meeting of the local legislative delegation and filed by a delegation member

Updates constitutional references to reflect the county's current name "Miami-Dade County" instead of "Metropolitan Dade County" or "Dade County"

Directs that the amendment be submitted to state electors for approval at the next general election or an earlier special election authorized by law
