Transfers and renumbers s. 539.003 to s. 539.129 Florida Statutes, making all pawnbroker transaction records confidential and exempt from public records requirements.

Establishes that information in the statewide central database of pawnbroker and secondhand dealer transactions is confidential and may only be used for official law enforcement purposes.

Prohibits use of the database for research or statistical purposes unrelated to law enforcement and restricts access to law enforcement agencies and approved agents, with non-law enforcement access limited to maintenance purposes with department approval.

Allows law enforcement officials to disclose to alleged property owners the name and address of the pawnbroker or secondhand dealer, the name and address of the customer conveying the property, and a description of the conveyed property.

Establishes that the confidentiality exemption is subject to the Open Government Sunset Review Act and will be repealed on October 2, 2016, unless reenacted by the Legislature.
