CS/HB 1331 - School Choice

• Eliminates private school option from Opportunity Scholarship Program; scholarships now limited to enrollment in public schools only.

• Changes eligibility criteria from schools designated as "F" for 2 years in 4-year period to schools with "D" or "F" grades that are in one of the two lowest-performing categories under state performance standards.

• Extends opportunity scholarships to remain in force until student graduates from high school, eliminating previous provisions that limited scholarships based on school type or grade level transitions.

• Expands school choice options to allow students to transfer to higher-performing public schools in any other school district in the state, rather than limiting transfers to adjacent districts only.

• Removes private school eligibility requirements, accountability measures, and funding mechanisms (subsections 4-7), along with related obligations for scholarship participants attending private institutions.
