Authorizes the City of Haines City to appropriate and pay $978,445.84 to Thomas and Karen Brandi as compensation for injuries sustained in a March 26, 2005 vehicle accident involving a Haines City police officer.

Compensates for documented damages including $279,330 in past medical expenses and lost wages, $450,000 for Thomas Brandi's pain and suffering, and $175,000 for Karen Brandi's loss of consortium, reduced by 40 percent comparative negligence assessment.

Limits attorney's fees, lobbying fees, costs, and similar expenses to a maximum of 25 percent of the total amount awarded under this act.

Declares that the $200,000 paid under sovereign immunity limits and the $978,445.84 appropriated under this act constitute sole compensation for all present and future claims arising from the accident.
