Expands the Charlotte County Airport Authority's purpose to include management of airports, commerce parks, facilities, and real estate in addition to the existing Charlotte County Airport.

Changes authority membership from appointment by the Board of County Commissioners to election by voters within each of the five Charlotte County commission districts for 4-year terms.

Updates terminology throughout the act (e.g., "chairperson" instead of "chair," "remuneration" instead of "compensation") and modernizes financial procedures to include wire transfers, electronic transfers, and ACH transfers in addition to checks.

Adds new powers including the authority to provide facsimile signatures in accordance with the Uniform Facsimile Signature of Public Officials Act and to delegate signature authority to an executive director or other personnel.

Clarifies that the Charlotte County Airport Authority operates as an independent special district under chapter 189, Florida Statutes, and allows for more flexible meeting schedules based on necessity and consensus rather than requiring monthly meetings.
