Urges Congress to allow expiration of moratoria on oil and natural gas exploration and production in federal waters surrounding Florida.

Requests modification of the 2006 Gulf of Mexico Energy Security Act to include Florida as a "Gulf producing State" eligible for revenue sharing from oil and gas production royalties and lease sales.

Cites Florida's economic need, including 12 percent unemployment since 2009 and industries dependent on affordable natural gas and fuel, as justification for domestic energy development.

Notes that the 2006 Act currently provides 37.5 percent of federal oil and gas revenues to Texas, Louisiana, Mississippi, and Alabama, while Florida receives none due to a 125-mile drilling buffer.

Directs copies of the memorial to be sent to the President, U.S. Senate President, U.S. House Speaker, and all members of the Florida Congressional delegation.
