Proposes constitutional amendment to Section 7 of Article IX requiring the Governor to appoint a state university student body president to the Board of Governors of the State University System.

Increases the number of citizen members appointed by the Governor to the Board of Governors from 14 to 15 members.

Student body president appointee serves a one-year term and is not subject to Senate confirmation, unlike other appointed members who serve seven-year terms.

Prohibits appointment of a student body president from the same state university in consecutive years.

Removes the president of the Florida Student Association from the Board of Governors, replacing that position with the appointed student body president.
