Revises definition of "commercial or industrial zone" to require land be designated "predominantly" for commercial or industrial uses under comprehensive plans and zoning regulations.

Clarifies definition of "unzoned commercial or industrial area" to mean an area (not just a parcel) with multiple uses where three or more separate commercial or industrial activities are located meeting specific distance criteria.

Creates a local tourist-oriented commerce signs pilot program in rural areas of critical economic concern allowing small businesses to erect signs up to 8 square feet or 4 feet in height without permits.

Pilot program restricts signs to non-limited access highways within 2 miles of the business, spaced at least 500 feet apart, with copy limited to business name or merchandise/services offered.

Program expires June 30, 2016, and does not take effect if the Federal Highway Administration determines it constitutes a loss of effective control of outdoor advertising.
