Amends Florida law to specify that condominium associations may suspend use rights for delinquent unit owners on recreation facilities, pools, gyms, meeting rooms, and valet service when a monetary obligation is unpaid for more than 90 days.

Maintains existing protections preventing suspension of access to limited common elements for that unit only, access pathways to the unit, utility services, parking spaces, and elevators.

Requires condominium associations to provide at least 14 days' written notice and a hearing before a committee of non-board member unit owners before imposing any fine or suspension.

Caps fines at $100 per violation, or $1,000 maximum for continuing violations; fines cannot become liens against the unit.

Takes effect July 1, 2011.
