Asserts that the U.S. Court of Appeals for the District of Columbia Circuit ruled the EPA lacks authority to carry out a cap and trade plan under the Clean Air Act

Claims the EPA's greenhouse gas regulations exceed its administrative authority and represent policymaking that should be the responsibility of the legislative branch

Directs copies of the memorial be sent to the President, President of the Senate, Speaker of the House, and all Florida members of Congress
