Repeals statutes establishing fixed terms for the Florida Supreme Court, district courts of appeal, and circuit courts, allowing the Supreme Court to establish, delegate, or eliminate court terms.

Allows appellate courts to recall their own mandates within 120 days of filing to correct errors and ensure justice.

Removes references to "term of court" throughout Florida Statutes, replacing them with "session" or removing the requirement entirely to accommodate flexible court scheduling.

Establishes eligibility criteria for government-funded pretrial release programs, limiting them to indigent defendants who have not previously failed to appear, with income limits at 300 percent of federal poverty guidelines for counties with populations of 350,000 or more.

Allows counties to reimburse licensed surety agents for bail bond premiums for indigent defendants as an alternative to government-funded release programs, effective October 1, 2011.
