Amends s. 288.9626, F.S. to extend public records and public meetings exemptions to the Technology Seed Capital Fund and the Institute for the Commercialization of Public Research's fund management committee, mirroring existing exemptions for the Florida Opportunity Fund.

Creates exemptions from public records disclosure for proprietary confidential business information, trade secrets, financial statements, investment agreements, and investor identities held by the Technology Seed Capital Fund and institute, with limited exceptions for fund names, commitment amounts, and performance metrics.

Exempts portions of meetings of the Technology Seed Capital Fund board and institute fund management committee from public meetings requirements when discussing confidential and exempt information, requiring all exempt meetings to be recorded and transcribed.

Establishes a court petition process in Orange County allowing public release of exempt records only upon finding no trade secret exists, a compelling public interest outweighs confidentiality needs, and release causes no damage to proprietors or fund interests.

Subjects exemptions for the Technology Seed Capital Fund and fund management committee to the Open Government Sunset Review Act with a repeal date of October 2, 2016, unless reenacted by the Legislature; takes effect July 1, 2011, contingent on House Bill 1381 becoming law.
