Authorizes the direct-support organization of the Office of Tourism, Trade, and Economic Development to establish, develop, and market an official state golf trail to promote golf tourism and economic development in Florida.

Requires the direct-support organization to cooperate with the PGA Golf Professional Hall of Fame, golf associations, golf courses, and golf industry businesses to implement the golf trail as a tourism promotion program.

Authorizes the direct-support organization to designate a proprietary name for the golf trail, license the name to others, and receive compensation for licensing while maintaining exclusive use of the brand and proprietary marks.

Prohibits the direct-support organization from accepting financial responsibility or liability for creation of the golf trail but allows it to receive licensing compensation; permits other state and local economic development agencies to support the golf trail.

Removes "private or commercial golf course" from the list of businesses excluded from the New Markets Development Program for qualified active low-income community businesses.

Requires the direct-support organization to submit a report to the Governor and Legislature one year after the golf trail becomes operational on its progress and success.
