Creates the Destination Resort Trust Fund within the Department of Revenue to receive licensing fees and gross receipts taxes from destination resorts

Allows fund expenditures only through legislative appropriation or approved amendments to the Destination Resort Commission's operating budget under chapter 216, Florida Statutes

Schedules automatic termination of the trust fund on July 1, 2015, unless terminated sooner, with required review per section 215.3206(1) and (2), Florida Statutes

Effective date is contingent on HB 1415 or similar legislation being enacted in the same legislative session and requires a three-fifths vote of both houses of the Legislature
