Appropriates $1 million from the General Revenue Fund to the Agency for Persons with Disabilities to compensate Eddie Weekley and Charlotte Williams for the disappearance and death of their son Franklin Weekley while in care of Marianna Sunland Center.

Franklin Weekley disappeared from the center on December 6, 2002, and his skeletal remains were found in an adjacent building basement on October 28, 2004, after initially being deemed a runaway case.

Settlement agreement reached between the parents and the Agency for Persons with Disabilities regarding negligence and civil rights claims related to their son's disappearance and death.

Limits attorney's fees, lobbying fees, costs, and other similar expenses to a maximum of 25 percent of the $1 million award.

The $1 million payment combined with a previous $300,000 settlement payment constitutes sole compensation for all present and future claims arising from Franklin Weekley's death.
