Establishes new definitions for minimum wage calculations including "adjusted real wage rate," "federal minimum wage rate," and "CPI-W" (Consumer Price Index for Urban Wage Earners and Clerical Workers for the South Region).

Changes the state minimum wage adjustment mechanism to use the Consumer Price Index for Urban Wage Earners and Clerical Workers for the South Region to calculate the adjusted real wage rate based on the $6.15 base-period wage rate.

Sets the computed adjusted real wage rate as Florida's minimum wage only when both the previous year's Florida minimum wage and current federal minimum wage are lower than the adjusted real wage rate.

Provides that if the adjusted real wage rate falls below both the previous year's Florida minimum wage and federal minimum wage, the higher of the two becomes Florida's minimum wage for the subsequent year.

Takes effect July 1, 2011, with adjusted minimum wages taking effect annually on January 1.
