Changes terminology from "transportation concurrency backlog" to "transportation deficiency" throughout growth management statutes and revises requirements for addressing transportation facility deficiencies within 10-year planning periods.

Requires local governments to designate land for future development using 25-year population projections from the Bureau of Economic and Business Research, with counties and municipalities adopting population allocations by December 1, 2011.

Exempts transit-oriented developments incorporated into comprehensive plans from development-of-regional-impact review for transportation impacts, except in areas of critical state concern, Wekiva Study Area, and within 2 miles of the Everglades Protection Area.
