Adds new insurance requirements for rented or leased motor vehicles, including minimum coverage limits of $500,000 combined property damage and bodily injury liability for rentals under 1 year.

For leases of 1 year or longer with higher insurance limits ($100,000/$300,000 bodily injury or $500,000 combined), lessors are not deemed owners for financial responsibility purposes as long as qualifying insurance is in effect.

For short-term rentals (under 1 year), if the lessee is uninsured or underinsured, the lessor becomes liable for up to $100,000 per person/$300,000 per incident in bodily injury, $50,000 property damage, plus up to $500,000 in economic damages only.

Establishes that lessors have a continuing duty to ensure lessees obtain required insurance coverage and become fully liable if lessees fail to obtain compliant coverage.

Exempts commercial motor vehicles transporting hazardous materials from liability caps if the lessee carries $5,000,000 in combined coverage or certifies the vehicle will not transport hazardous materials.
