Appropriates $1.8 million from the General Revenue Fund to compensate Wendy Smith and Dennis Darling, Sr., parents of Devaughn Darling, who died during football preseason training at Florida State University on February 21, 2001.

Resolves a settled dispute between the parents and Florida State University; the Division of Risk Management previously paid $200,000 under statutory limitations, and this bill provides the remaining balance of a $2 million consent judgment.

Directs the state to issue a warrant for $1.8 million to the parents as sole compensation for all present and future claims arising from Devaughn Darling's death.

Limits attorney's fees, lobbying fees, costs, and other similar expenses to a maximum of 25 percent of the $1.8 million award.

Takes effect upon becoming law.
