Notifies the United States Department of Education that 30 named Florida colleges and universities are authorized to operate educational programs beyond the secondary level, in compliance with federal education regulations.

Lists eligible institutions including Ave Maria University, Barry University, Embry-Riddle Aeronautical University, University of Miami, University of Tampa, and 24 others that participate in state-funded student financial aid programs.

Confirms that exempted institutions meet state requirements for fair consumer practices, crime statistics reporting, physical plant safety reporting, and hazing policies under Florida law.

Requires copies of the memorial to be sent to each named institution, the U.S. Department of Education, the President, Congressional leadership, and all Florida members of Congress.
