Amends Florida Statutes section 1003.03 to cap penalties for school district violations of class size requirements at $1,000 per school in each district.

Modifies the penalty calculation methodology by adding a cap that limits the amount of funds reduced from a district's class size categorical allocation based on the lesser of the calculated amount or $1,000 per school.

Requires districts failing to meet class size requirements to submit a compliance plan to the commissioner by February 15 describing specific actions to achieve full compliance by the following October.

Allows districts that submit certified compliance plans on time to have remaining funds (after a 25 percent reallocation to compliant districts) added back to their class size categorical allocation.

Effective date: July 1, 2011.
