Prohibits any municipality in Pinellas County from annexing unincorporated territory within the defined East Lake Tarpon Community boundaries unless approved by majority vote of community electors in a referendum.

Allows individual property owners to apply for and obtain voluntary annexation into a municipality under section 171.044, Florida Statutes, without the community-wide referendum requirement.

Establishes specific legal boundaries for the East Lake Tarpon Community using township, range, and section descriptions, excluding any areas already annexed by the cities of Oldsmar or Tarpon Springs.

Expires on September 30, 2021, with an effective date upon becoming law.
