Proposes amendment to Article I, Section 3 of Florida Constitution to remove the "Blaine Amendment" language that prohibits state revenue from aiding religious institutions or denominations.

Adds new constitutional language stating government cannot deny benefits, funding, or support to individuals or entities based on religious identity or belief, except as required by the First Amendment to the U.S. Constitution.

Allows religiously affiliated hospitals, schools, adoption agencies, and other benevolent institutions to participate equally in state-funded programs and receive public funding.

Removes the existing prohibition on using state revenue to aid churches, sects, religious denominations, or sectarian institutions.

Requires submission of the amendment to Florida voters for approval at the next general election or earlier special election authorized by law.
